Hannah speaks positively of Senator Brandes introduction of a bill that would ban the application of the death penalty for individuals convicted of first degree murder who suffer from a severe mental illness. She comments that with the evolution of our understanding of mental illness, the bill is a natural progression of the law and extension of Eighth Amendment jurisprudence.
