In Un País Al Margen De La Ley, whose title translates as “a country outside the law”, Carlos Nino talks about lawlessness as a component of the economic and social underdevelopment of Argentina. Nino argues that there is a tendency for Argentine society in general, but especially those with high positions in government, to disregard the legal, moral and social norms that are well established in developed countries. It is the disregard of these norms that keeps Argentina well within the category of “third-world country” and excluded from first-world status.
