As Professor Tena Ramírez has expressed: the amparo trial is not all that it is known to be in Spain nor possibly in some Latin American countries, despite its ubiquity. The procedural complexity of the amparo has created a severe difficulty in its understanding.

For these reasons Francisco Fernández Segado considers it necessary to bring attention to the evolution, issues, and origins of the Queretaro constitution.
