Prof. Guerrero-Rocca will speak on "The Unending Saga of International Arbitration & Litigation and Collection of Defaulted Bonds against Venezuela" at the Seminar "New Opportunities in Venezuela in the Oil, Gas & Mining Sectors" hosted by Universidad Externado (Feb 5, 2026).
Prof. Guerrero-Rocca asserts that Venezuela was once a flourishing nation with the highest GDP in Latin America, its main instrumentality, Petróleos de Venezuela (PDVSA), considered the globe’s largest state-owned company in the oil and gas sector. It still has the largest proven oil reserves in the world. Currently, however, behind only Argentina, in the arena of investment arbitration it is the most-sued country, fighting the enforcement of adverse arbitral awards and defending itself against legal actions seeking collection of defaulted bonds in many jurisdictions.
