On November 12-13, Professor Eric Carpenter observed a motions session for the military commission of al-Rahim al-Nashiri in Guantanamo Bay, Cuba.  The accused, al-Nashiri, is suspected of being the mastermind behind the bombing of the USS Cole in 2000, as well as the attempted bombing of the USS The Sullivans and the completed bombing of a civilian oil tanker.

Professor Carpenter was invited to observe the session as part of the U.S. government’s effort to make the proceedings transparent.  He represented the National Institute of Military Justice.

Professor Carpenter’s report available here.
