A lot has changed in Cuba in the last two years and much has remained the same as the policies of the Cuban authorities have vacillated back and forth, crypto currencies have emerged, and the dollar has once again become king. Agricultural policy seems to have lost all coherence. Shortages of food and medicine have worsened, and power generation is in serious trouble. Yet the country invests in new hotel construction. Environmental challenges loom large. The sugar industry seems finally dead. And yet there are signs of hope in the growth of the private sector, which may be able to develop some political influence. In the meantime, new constitutional and economic regulatory changes have been introduced, and the Family Code is about to be revamped. Keeping track of the developments has become a challenge, but ASCE and the FIU Law Review can help us understand the evolving environment.
