Biography

In 1984, Professor Salas was named director of the Center for the Administration of Justice (CAJ) at FIU. CAJ employs a multidisciplinary and international staff of specialists including lawyers, political scientists, public administrators and public policy analysts. Giving special emphasis on support to local efforts to strengthen and invigorate fair and independent justice systems. CAJ regularly works with public officials, scholars and practitioners in foreign countries. With Florida offices in Miami and Orlando, and abroad in Costa Rica , Honduras and Nicaragua , CAJ has become a unique international resource at the forefront of justice sector reform.

In addition to his experience supervising foreign projects, also manages Florida ’s Hispanic Crime Prevention project, a major outreach initiative funded by the State of Florida . For the last nine years, the Center has been funded to furnish crime prevention and legal education to Hispanic residents in Florida under the Hispanic Crime Prevention Project (HCPP). With the support of more than $3 million, the Center has developed social marketing tools, including radio, television, dramatizations, workshops and town meetings to spread its message to residents throughout the State.

Professor Salas has been a consultant to a number of state, federal and international organizations as well as private consulting firms. He has conducted technical assistance, training, and evaluation consultancies for USAID and other international donors in Bolivia , Brazil , Chile , Costa Rica , Dominican Republic , Ecuador , El Salvador , Guatemala , Honduras , Nicaragua , Panama , Paraguay , Uruguay , and Venezuela , and beyond the region, in Jordan . Salas was contracted by the United Nations Development Program (UNDP) conducted an assessment of Public security in six post-conflict countries ( Guatemala , El Salvador , Haiti , Rwanda , Somalia , and Mozambique . As the lead technical consultant to the Harvard Institute for International Development (HIID) and Harvard Law School Rule of Law Project in Central America , Salas worked on modernizing Central American property systems (real property, personal property, intellectual property and copyrights) as well as linking them with land cadasters.
