Curriculum Vitae

Professor Leen serves as the City Attorney and chief legal officer for the City of Coral Gables, where he is legal counsel to the City Commission and City Officials, as well as City departments, boards, and committees. In this capacity, Professor Leen devotes substantial time to matters involving local government law, including land use, zoning, code enforcement, litigation, and transactional matters.

Prior to being City Attorney, Professor Leen was an Assistant County Attorney for the Miami-Dade County Attorney’s Office, where he served as Chief of the Federal Litigation Section, and previously as Chief of the Appeals Section. He has also been an associate in the Miami, Boston, and New York offices of several international law firms.

Professor Leen also served as a federal law clerk to the Honorable Robert E. Keeton of the United States District Court for the District of Massachusetts, and was a lecturer at the University of Miami School of Law in Legal Research & Writing.

Professor Leen graduated from Columbia Law School as a Harlan Fiske Stone Scholar, where he served as a teaching and research assistant to Professor E. Allan Farnsworth in Contracts, and as a teaching assistant to Professor Subha Narasimhan in Torts. He also served as an Articles Editor on the Columbia Journal of Transnational Law, and earned a Certificate of Achievement in International and Comparative Law from the Parker School of International and Comparative Law.
